Vehicle noise monitors that encourage more noise...

One would have thought our civic leaders would have been smart enough to foresee people "testing" their pipes with excessive revving up. See details in the news link below.

When I first saw the monitor on the Fort Road my thought was to try and understand how the vehicle operator would know the decibel level of their vehicle and not the vehicle in front of them. 
With a speed warning sign a laser is beamed at your vehicle reading the speed and displaying it for you to see on a display sign as you approach it. 
If the noise level meter is installed where the sound display sign is located, with one's muffler at the rear of your vehicle isn't the reading  displayed until after you're passing the monitor?
By then you've passed the display where the meter would read the highest noise level of your vehicle. 

Thus isn't the reading one sees displayed actually from the vehicle in front of you as it passes the monitor? 
It seems to me that beaming a laser directly at an object is one science. But attempting to pick up noise from a specific vehicle which likely is influenced by  all sorts of other ambient sound waves that are swirling around the air - that is how sound works - its a different science - can't be all that accurate.

Make sure that you're not driving riding in tandem with a city bus or large semi truck, where your pipes are low aimed toward the ground and the larger vehicle's exhaust stack is pointed up and skyward, closer to the level of the sound meter which I presume is mounted higher on the pole to prevent vandalism to the device.

Whoever is flogging this 'new technology' to civic leaders are not the only one's profitting -   the city coffers fill up with yet another 'cash cow' initiative.

Maybe it's just a secret ploy by bicycle shop owners to get us all out of our motorized transportation and 'go eco green'. Hmmm the City of Edmonton bicycle lane promotions comes to mind.  Wink Wink LOL...
